The story said that for 12 ladies of king to stay one for each. In the past The King of Cambodia can have a lot of wife like first one, second one,...........so he need to construction many buildings for those lady to live.
Nowadays all this buildings still alive but owner or builder they pass away. They keep it for now people to take care so now they can make a lot of tourism to Cambodia to see more and more.
